It is one thing to convict Sandusky of abuse when you have witnesses. It is another thing to prove a cover up, when only a small number of people are in the know, and they aren't the victims but the defendants. This "preliminary hearing" is to see if they have gathered enough evidence to go to trial. Likely, the defendants have been adding to the delay.
We all know that they are probably guilty. I don't know how much evidence there is against them though, for proof "beyond a reasonable doubt."
