Does the NCAA allow true freshmen (Blake Barnett) to travel on recruiting trips instead of coaches?

This is a very good question NALT. I look forward to seeing the answer, because It would seem other recruits could help in recruiting as much as coaches. We shall see. I don't have any idea where to start looking for the answer. RTR!
