They don't always. You have to match up the class to the similar one at your institution. And you don't have to accept them. I have had students with credits from for-profits denied because we don't trust the academic integrity from a place like University of Phoenix. I am sure this is just a delay in getting all the parties on the same page. Its frustrating but not unexpected when dealing with several bureaucracies.
