"The country needs a very serious effort, primarily through tax policy to provide incentives and encouragement for people to save and invest and to expand their businesses and create more jobs, the kind of thing we did in the early Reagan years, 30 years ago," Cheney said on Fox News Sunday

There's been "bold talk but we haven't seen the kind of action that's required to get the economy moving again to restore growth and hope and prosperity that all of us depend upon," Cheney said.

President Obama will address a joint session of Congress on Thursday to outline a jobs plan likely to include a call for more infrastructure spending along with an extension of the payroll tax cuts, unemployment benefits and tax incentives for business to pick up hiring.

"I don't think it will get the job done," Cheney said.
