Terrion Arnold (DB) touched Evan Stewart (WR) before the ball was thrown, but didn't grab him. No contact after the ball was thrown.
If anything, Haynes King (QB) threw the ball late. Watch the video in the link above, and you'll see. Had he thrown it just as Stewart made his break it might have been a TD. But it was so late the ball's trajectory pulled Stewart out of the endzone, so even if caught it didn't matter. And the pass interference call that set the final play up was garbage - the receiver had no chance to catch that ball.
