It's "unCHARTED waters" or "unCHARTED territory"

The charting is another word for mapping. An area of land or water that has yet to be explored and mapped out is uncharted.

It's NOT "unCHARTERED waters" or "unCHARTERED territory"

Ex. The Colts have not had to draft and develop a quarterback for 20 years, so for them this is uncharted territory.
