1. For what?  Obviously, to grow stuff, topsoil.
2. Sand isn't sand.  When I buy a load of it, they sell masonry sand (expensive, but pure) and what they just call "sand".  "Sand" is impure, has bits of gravel, some clay, and doesn't work well for people buying sand for (say) as kid's sandbox.  It's just fill.
3.  I can't buy "topsoil" here.  They've got "fill dirt".  Topsoil here must come from a nursery.

2.  There's hardly any topsoil in this region.  Old guys say, "The 200 years of cotton farming ate it up."  More likely the erosion sent it down the Tallahatchie and other rivers.  Big-time erosion here all during the 19th century and early 20th.  No topsoil to be scraped and sold.

3.  Best topsoil for flower beds is the bagged Miracle Grow.  Costs $10 per bag, but can mix with cheap bagged topsoil and get instant perfect bed.

Hmm... so what do you think a truck of good topsoil would go for up there?  You can get land in west alabama for next to nothing (less than 1000 an acre).

We buy a lot of bagged soil.  Typically the "in ground" miracle grow that you mix with native.  

Oh, the top soil is "screened" and from a local guy, the sand is from a concrete company, the same one that sells me gravel and crusher run.

You're not thinking of hauling topsoil for the north MS market?  Bring a crowbar to get their wallets open.

Sounds like your local soil is better than anything here, if it's screened.  Problem with answering your basic question is I'm having to guess about your soil quality for plants.  You know the geology of it, and know better than me about drainage of it, but knowing the mineral size doesn't tell me the chemistry (i.e., whether it will grow plants).  Like I said, that crappy-looking B'ham soil, even the stuff full of rocks atop the mountains, grows anything and well.

I can tell you the depositional environment, it's transgressive-regressive, meaning it was a shallow sea that went in and out with sea level.  The laminated layers are partially cemented clays and silts that were in the process of being compacted to shale, but are not there yet, there is a layer of red 'sandstone' also with a lot of fossils.  It's very young, maybe even quaternary, difficult to say since it has some uplift under it.  But the poor condition of the rock is cementation and burial, NOT erosion.

Maybe we could gov subsidies to haul the soil up there.
