We buy a lot of bagged soil.  Typically the "in ground" miracle grow that you mix with native.

Sounds like your local soil is better than anything here, if it's screened.  Problem with answering your basic question is I'm having to guess about your soil quality for plants.  You know the geology of it, and know better than me about drainage of it, but knowing the mineral size doesn't tell me the chemistry (i.e., whether it will grow plants).  Like I said, that crappy-looking B'ham soil, even the stuff full of rocks atop the mountains, grows anything and well.

I can tell you the depositional environment, it's transgressive-regressive, meaning it was a shallow sea that went in and out with sea level.  The laminated layers are partially cemented clays and silts that were in the process of being compacted to shale, but are not there yet, there is a layer of red 'sandstone' also with a lot of fossils.  It's very young, maybe even quaternary, difficult to say since it has some uplift under it.  But the poor condition of the rock is cementation and burial, NOT erosion.

Maybe we could gov subsidies to haul the soil up there.

Too late.  The National Sedimentation Laboratory ( LINK ) is already there (Oxford). They handle all of the gov $$ available about soil and seds.

Sounds like your soil is plenty rich in minerals (like B'ham), just needs better drainage.  Just pick your spots.  That rock layer you posted pics about couldn't grow moss, but I'm betting the rest is okay.

Amending soil is a process, but necessary since the soil is the backbone of garden. Sand, compost, peat moss, etc.. Pro mix comes in those peat moss size cubes. I'll work on the soil for a season or two before I start planting. You can stab your shovel to the handle in my vegetable garden, without putting a foot on it.

We have boxes that we will build to grow the veggies in.  We don't know the history of the soil other than it was a cow field.  We found 3 drums which I am pretty sure at one point contained some kind of solvent.  I scrraped down an area all the way to clay in the back we will build 12" frames and fill it with prepared soil.

Here ya go, WV.  That's my arm among the sugar snaps, May 10 last year.  The plants were already 8' high; step ladder.
