J, I think it's probably because it's being played in the Georgia Dome, not that it helped Georgia any against Boise.

Look for that to move off the opening line. I'll venture they are reasoning LSU to take the foot off the gas, not risking their 2 deep any more than they must,--but LSU -10 would've been a great pick. Home field (state in this case) only accounts for a point or two.

Without getting too detailed, sometimes they'll open up with a "soft line" to get money flowing, then as you alluded, money drives the move. Also along the same line, is regional differences in the spread, in what is called the spot (local) line. So the line in Georgia may be several points off the line in Louisiana. The spots lines, AND your friendly neighborhood bookie are being replaced nowadays, by the internet.
